According to this article on adult learning and obtaining a high school diploma in Ontario, this is the eligibility criteria:
You must be a resident of Ontario and one of the following:
  • refugee claimant
  • permanent resident
  • Convention refugee
  • Canadian citizen
Indigenous peoples living on reserve should contact their local school board or the Independent Learning Centre (ILC) for more information.
International visitors may be eligible to enroll in the program for a fee.


If you and your son do not meet this eligibility criterion, you may still find it helpful to connect with an employment counsellor or settlement agency to map a path forward regarding career and possible education/training opportunities. Applying for High School in Ontario under CUAET

It would be best to contact your local school board directly for information specific to your situation, but the Education Act is the law that governs public schools in Ontario. It says that children aged 6-18 must attend school. At 18 years old, your child will still be entitled to go to public school for their senior year. Generally, students begin high school at 14 years of age and graduate at 18. If your child surpasses the age of majority (18 years old), he could enrol in adult learning to obtain a high school diploma in Ontario instead.

When you enrol your child in publicly funded schools in Ontario you will need to provide only the following documents to register your child:

  • Proof of address - If you don’t have an Ontario Photo ID card or Ontario Driver’s License you can provide a bank statement, utility bill, or lease that shows your name and address

Ideally, you should wait until you have your Permanent Resident (PR) card. If you must leave Canada, you should apply for a Permanent Resident Travel Document from a Canadian visa office abroad as soon as you reach your destination.

The only official documents that permanent residents of Canada can use to travel back to Canada on a commercial carrier (by air, land or sea) are the PR card or a Permanent Resident Travel Document (PRTD), also known as a Travel Document (Permanent Resident Abroad) issued by a Canadian visa office abroad.
If you are entering Canada in a private vehicle, such as your own car, and you do not present your PR card, you may be able to show other immigration documents.
